PDG Appointed to Deliver Major Transformation of Ivanhoe’s Former Water Tank Site
PDG is excited to announce its appointment by Development Victoria to lead the transformation of the former water tank site at 421 Upper Heidelberg Road, Ivanhoe. This project will deliver a thoughtfully planned new community, creating more than 275 new homes, including at least 10% affordable housing, and a new 2000sqm public park.

PDG’s win follows an eight-year long process to develop the former water tank which has sat unused since 2004. In 2018, the site was rezoned for residential use and in 2023, Development Victoria bought the land from Yarra Valley Water.
Dedicated to creating high‑quality, well‑connected places to live, the PDG team looks forward to shaping a precinct that responds to community needs and provides homes close to existing healthcare, transport, employment, retail, and essential services.
Acting Executive Director of Housing, Nemesia Kennett, said the appointment marks a key milestone for the project, noting its importance in “providing much‑needed housing while also creating a high‑quality public park for residents to enjoy.”
PDG will now lead the next phase of the project, preparing detailed designs for the new homes and the expanded park in line with the approved Development Plan and park concept plans.
